A group of Senshi that have separated from the established system. There goal is to reestablish the system of ages past. Secret cities of Senshi seperate from the general public and it’s politics.
On the surface, it seems negotiable until their plans go into more detail.
Build an unstoppable army consisting of recent graduates from all the schools from all the countries. Rush their training of upper limit techniques for wide spread damage. Infiltration into the current system for recruitment of vulnerable students in the schools. Also recruitment from the dictions and outposts, even *Akuto are eligible if they pledge to the Phoenix Alliance.
Only civilian families of Senshi,civilian market and support services are allowed to live in the cities. Also allowing Senshi to stay active while having families is due to the agreement of pledging their children to the new Phoenix System.
It is to create Senshi lineage, much like Akuto clans. So that eventually the Senshi achieve greater numbers than all the government militaries.
There are secret members from school level to the Golden Council. They changed from Phoenix Organization to the Alliance. After establishing a partnership with the invading force from the south,their military power triples by sheer numbers. There first target is the simultaneous invasion and takeover of the major cites. They are home to the schools, the foundation of the Senshi. Defeating the ones they see as threats will destroy moral. Making it easier for the defeated to choose the new "Phoenix system" when faced with that question.
