Shitoku is from the De clan (has separate entry), he is the 3rd child of "Apex De", leader of his Clan. Apex is a title that replaces your name when you become head of the De Clan. He has am older brother and younger sister,which love him amd he them.
Together they spent much time and all became the most popular siblings in their clan Sector. When Raiden was chosen to train as the next Clan head things changed. Less time for his siblings. Shitoku understood but Cherish did not,his younger sister. Shitoku took up the slack and became a mentor.
Raiden changed his treatment of both of them. He was tough on Shitoku,when he refused to let him train to become an Overseer. Overseer is I'm charge of the Ibaraki clan.
He was especially cruel to Cherish, forcing her to defend herself arms anytime from him or his subordinates. When Shitoku found her about to be seriously hurt in a he a twd battle, he fought the assailants off alongside her. Angry at their brother they confronted him.
To discover that it was NOT his people but,they were from a rebel group from a jealous clan. The whole time he was training her and getting her ready. Forcing her to pay close attention to even the ones she knew.
He did not know for sure but was preparing her just in case.
Making Shitoku an Overseer was to make sure they were treated fairly. Because both he and Shitoku hated the current system. They both feel the Ibaraki clan should have a "seat" in the Tribe. *(doesn't find this part out until Arc 2 or 3?)
Shitoku is the first to notice something different about Jiyu among the students.
He never ridicules him but does treat him like a younger brother after some time.
Shitoku holds resentment towards his brother. His laid back attitude is his way of making sure he doesn't cros the line. Je doesn't like giving more effort than needed. Which is why his Zai control is among the best. In fact he uses less Zai to perform Saino in general than most of his teachers.
